I think you have to describe what you are doing in a more detailed step by step way

select a vector object, and apply a stroke to it (usually around 20 points), then i go to OBJECT/PATH/OUTLINE STROKE, which normally converts the stroke to a filled object of it's own, to which i apply yet another stroke. this is a fairly common approach for me.

however, lately when i go to OBJECT/PATH/OUTLINE STROKE, nothing happens except the object de-selects itself.

I would trash the Settings folder and you might consider keeping this alive and use the appearance palette to add new strokes of varying widths get the same result but only one path involved and you can edit the whole thing even after you save close and reopen the file.

One thing that I ran into is when you convert certain FONTS with strokes to outlines, it will group its self. Ungroup the text first and then convert stroke to outlines. Not sure if you are dealing with text!!!

Rowan,

Are you possibly using Effect>Path>Outline Stroke instead of Object>Path>Outline Stroke?

no, it's not text. just a vector object.
