Shapes wont scale proportionally while holding shift or alt????

I'm trying to make a shape using the shape tools, but when I hold down shift to scale the size proportionally, it wont work. I'm also trying to hold down alt+shift to try to make the shape scale out from the center and that wont work either. This also happens when I try to resize text. My shapes and text are looking stretched. Do I have to go into the preferences or something to fix this?

It should work if you do it right. Use the Scale tool, hold down Shift, put your mouse cursor on a point at an approximately 45 degree angle from the point of origin and then drag.
Don't use Alt (Option) unless you want to make a scaled copy.

You might have a process running in the background that is blocking the modifier keys. Do a forum search for ways to correct this.
